Minotaur-C is an upgraded, re-branded Taurus rocket after the original product encountered a pair of launch failures on two consecutive NASA missions in 2009 and 2011, therefore this mission is treated as a Return to Flight and suffered a number of delays as a result of final paperwork dealing with the RTF effort.
